Change of Policy 13 May 1965

Dear Reservist

1. Reference is made to our letter, 16 March 1965, Subject: Reserve
Participation, in which we explained certain policies announced in
Department of Defense Directivi 1215.6, 16 January 1965, Subjects
Uniform Training Categories and Pay Groups Within the Reserve Force.

2. On 20 April 1965, the Department of Defense issued a major change
to paragraph IV(D), DOD Directive 1215.6. This change negates our
16 March letter.

3. The new policy authorizes the following manbers of the active
‘Status Standby Reserve to participate voluntarily in Reserve training
for promotion and retirement points:

a. Reservists obligated under the Universal Military Training
and Service Act (UMT&S) who have been assigned to Standby status.

bs Reservists who have accrued 18 years but less than 20 satis-
factory years for retirenent with pay at age 60, under Section 1331,
Title 10, U. S. Code.

cs Personnel now in the active Standby Reserve, or who were
traneferred from the Ready to the Standby Reserve after 16 January
1965 and prior to 30 June 1965. However, persons transferred to the
Standby Reserve after 30 June 1965 will not be permitted to partici~
pate in Reserve training for promotion and retirexent points unless
they qualify under a or b above.

Le As stated in paragraph 3 above, the policy concerning eligibility
for continued point-gaining activities of members assigned to the active
‘status Standby Reserve on or before 30 June 1965 has been changed.
Because of this change, you may wish to reconsider your reply to our

é March letter. To accomplish this action with the minimum of delay,
Ne are inclosing a card for your convenience. Read this card carefully,
checking the appropriate block, and then return it to this Center as
Soon ee possible. We will then take appropriate action to effect the
desired change, if any. A reply prior to 15 June 1965 is requested
Since we will be processing cards from approximately 40,000 Air Force
reserviste as action must be completed by 30 June 1965. Any questions
you may have previously submitted which are not adequately answered as

5. Your current assignment is the Non-affiliated Reserve Section
(WARS). The identification in the lower right-hand corner is to
advise you of your military service obligation status. Those members
who have completed their military service obligation as prescribed in
the Universal Military Training and Service Act (UMTS) are indicated
as Non-obligated. Those members who have a remaining military service
obligation under the UMT&S are identified as Obligated. The normal
period of military service obligation 1s six years after initial
appointment or enlistment. All obligated reservists assigned from
Ready Reserve status to Standby status are required ty law to remain
in active Standby status, unless returned to Ready status, until
completion of their obligation.

6. This change in policy has probably been an inconvenience to you,
and we want to be certain that you are given an opportunity to partic~
ipate in the Reserve program for which you qualify. We appreciate
your continued support of the AFReserve.
